Closing the Identity Gap: Modernising the Driving Licence Lifecycle Through a Practical, Integrated Approach
Across the US and in many other countries, driving licences serve as a primary form of identification. They enable residents to verify who they are, access government services, and increasingly participate in emerging digital identity ecosystems.
For the authorities responsible for issuing these credentials, the operational environment is becoming more complex. Identity fraud continues to evolve, regulatory expectations are shifting, and residents increasingly expect convenient digital services alongside traditional in-person processes.

Against this backdrop, many Departments of Motor Vehicles (DMVs) are evaluating how their identity programmes can evolve while continuing to rely on the systems and procedures that already function effectively. Rather than replacing existing infrastructure, modernisation initiatives can focus on strengthening the driver licence lifecycle, from enrollment and verification to issuance, renewal, and digital identity integration.
