Europe Speeds Towards Digital Driving Licences

A significant shift is underway for Europe’s motorists, as the European Union advances plans to introduce digital driving licences. These mobile licences, accessible via smartphones, will complement traditional physical licences, offering a more flexible and interoperable identity solution across Europe.

This development stems from a 2023 EU directive proposal, aimed at enhancing cross-border mobility and aligning with the broader push towards digital credentials in public administration.

In March 2025, EU Parliament and Council negotiators reached an agreement to roll out a digital driving licence integrated within the EU Digital Identity Wallet – a standardised digital identity platform.

According to Jutta Paulus, European Parliament rapporteur, the directive aims to make citizens’ lives ‘more digital, more flexible, and with less bureaucracy’ 1.
