Collecting and Caring for Biometric ID Data
Biometrics have become integral to modern identity systems, providing a means of binding the individual to the credential through unique physical traits. Their use spans enrolment for passports and eID (electronic ID) cards to border management and online authentication. Yet, as adoption expands, questions of governance, oversight, and technical resilience persist.
Unregulated biometric capture
Not all biometric collection occurs under controlled conditions. In Thailand, the Department of Provincial Administration recently issued a nationwide alert following reports of iris scans being carried out in shopping malls, warning of unauthorised harvesting with unclear intent or oversight 1.
The incident illustrates how biometric data, if collected outside regulated identity systems, risks misuse even if the collection is taking place in a legitimate commercial environment.
