Rwanda Issues Tender for ID System

Rwanda’s Information Society Authority (RISA) has launched a procurement for a ‘Single Digital ID Card Printing and Personalisation System and related consumables’ under the Rwanda Digital Acceleration Project. Bids are due 30 April 2026, using a two-envelope procedure (technical and financial submissions) under an international competitive process 1.

According to the notice, bids must be delivered in hard copy to RISA’s offices at Telecom House, Kigali (electronic bidding not permitted) and will be opened on 30 April 2026 at 15:00 local time. The procurement requires a bid security of $200,000 (or equivalent in a freely convertible currency). The evaluation will apply a 60/40 weighting between rated criteria (technical and non-price factors) and bid cost.
