The Expanding Role for Secure Identity in Age Verification

Governments are increasingly turning to age verification systems and secure identity documents as tools to regulate digital access, safeguard minors online and prevent exposure to harmful content.

From December 2025, Australia will require platforms including search engines, social media, messaging apps, and AI chatbots to implement age assurance systems. The regulation aims to restrict under-16s from accessing adult or harmful content online. Methods under discussion include facial age estimation, document verification and ID-based checks, though critics have highlighted concerns about privacy and data security 1.

This represents one of the most far- reaching global efforts to link online access with verified identity and, by extension, to age. While earlier debates in Australia around digital ID adoption centred on government service delivery, the new requirement extends identity- based verification into core internet use.
