The US Department of Homeland Security’s Science and Technology Directorate (DHS S&T) has launched the ID document authenticity track of the Remote Identity Validation Rally (RIVR), following its 2023–2024 evaluation of remote identity verification systems at the Maryland Test Facility. The earlier Remote Identity Validation Technology Demonstration (RIVTD)1 trials revealed significant variability in document authentication performance, particularly when validating state-issued IDs captured via smartphones or webcams under uncontrolled conditions.

This new track is focused on evaluating remote document authentication technologies capable of detecting fraudulent IDs, both physical and digital. Systems must accommodate diverse document formats and jurisdictions, ensuring robust performance across variable lighting, resolution, and device parameters. Submissions will be assessed against benchmarks informed by NIST SP 800-63-4 2, with an expected maximum false reject rate below 10%.
