Estonia No Longer Recognises Russian Non-Biometric Passports

Estonia has ceased to recognise Russian non- biometric foreign passports, a move that directly impacts the eligibility of Russian citizens seeking entry or visas. As announced by Estonia’s Ministry of Foreign Affairs, from 31 March 2025, holders of non- biometric Russian passports are no longer permitted to enter Estonia nor apply for an Estonian Schengen visa.

Despite the implementation of this restriction, an exemption remains for those who hold a residence permit. Russians with valid residence permits issued either by Estonia or another EU country, who are still in possession of a non-biometric passport, will have until 30 September 2025 to obtain a biometric passport. Throughout this transitional period, these individuals will still be permitted to enter Estonia using their non- biometric passports.
